Rockwell has a technote on this exact issue, if you have a techconnect contract you can view it here.

If not, try the following:
Delete the .rnl files in the following directories:

For Windows XP
C:\Documents and Settings\All Users\Application Data\Rockwell Automation\FactoryTalk Activation

For Windows Vista / Windows 7 / Windows Server 2008
C:\ProgramData\Rockwell Automation\FactoryTalk Activation

Note: The ProgramData folder (Windows 7), Application Data folder (Windows XP) and the .rnl files are hidden in Windows. In order to see hidden files go to Control Panel–>Folder Options–>View–>Show hidden files, folders and drives.
